The city finances are in a very bad and unsatisfactory condition. The exact amount of the debt is not ascertainable, and consequently I must approximate it. As !a'r as ii is a matter of record. I find it to be between twenty-seven and tweti'v eight hundred dollars, exclusive of inter est. No record of Orders from N'o. 58 to No. lO.'J can be found, and the amount of these must be estimated, Placing them at Sf-)0. we have a debt of ?.'.5tj!, exclusive of interest. Our immediate prede cessors, with the enure revenue accessible under the charter, failed to pay any por tion of the interest and fell behind in their actual expense.? about 8U! above the re ceipts du : ing the last year. This svstem of financiering is certainly detrimental to the best inteiests of our city, ami has re duced scrip to about 70 cents on the do' lar. 1 would recommend that every expense not actually necessary should be cut off and oihers curtailed, in order that we may be able to relieve, the city of a portion, at least of this present indebtedness. One of the principal expetub'ures attached to the city is th- police system. J find Unit it has cost the city for erery drunken arrest made and placed in jail, the sum of one dollar lor admitting an 1 one dollar for discharging, and the same for j u'or's fees. This sum alone is a useless expense, and would recommend that the city build (if they cannot make better arrangements) a calaboo.-e. the expense of which would not exceed three or four hundred dollars. This sum could be saved to the city in the way of let s . now paid in six or eight months. 1 would recommend that the present year's taxes be collected without delay. This will bring into the treasury the larger portion of our indebtedness, and op in terest on it.
